The author's research reveals a new view of the development of Britain's Royal Navy during the long 18th century. Looking back, we miss the highly controversial nature of the navy, so much a part of Britain's historical identity. While critical to winning wars, the navy also had a role in establishing Britain's emerging imperial status, and British subjects argued fiercely over the implications of this hierarchical, professional institution that could so easily overpower civilians. More than an arm of the government, the navy also influenced political power and ideology. Britain became an empire with a large military and bureaucracy, high taxes and debt, during the 18th century, and this book shows a navy that seems more of an equal partner than a tool in this evolution.
